Dr Tan Guan Hong
Senior Director (Smart Nation Systems & Solutions), Government Technology Agency of Singapore

Dr Tan Guan Hong joined the Government Technology Agency of Singapore (GovTech) as Senior Director (Smart Nation Systems & Solutions) on 1 August 2016. He has over 36 years of working experience in various roles at an MNC (Philips Electronics 1980-1993), a Technology Start-up Company (SysEng 1994-2009) and a Listed Company (Tritech Group 2009-2012). He was the President of the Singapore Industrial Automation Association (2006 -2012) and Director for Technology in A*STAR I2R (2012-2016). He has extensive cross-domain experience in Electrical, Electronics, Civil, Water and Business Management throughout his Engineering journey.

He founded SysEng (S) in 1994 as a Test Engineering Company. In 2002, he developed Real Time Monitoring systems for the Construction Industry in Deep Excavations, Tunnels, Bridges and High Rise Buildings. In 2008, he expanded into Real Time Water Quality & Quantity monitoring business. SysEng was acquired by the Tritech Group in 2009 to expand into China and India.
He was the conference chair for IoT Asia 2016 and active in the IoT applications. In I2R, he was responsible for the Technology Development and Productivity Programme to help SMEs improve productivity using ICT. He was also the Cluster head for Robotics and Autonomous Vehicle Programmes.

Dr Tan graduated from the University of Sheffield with B.Eng. (1976) and Ph.D. (1980) in Electrical Machines.

Dr. J. Sukarno Mertoguno

sukarnoDr. J. Sukarno Mertoguno manages basic and applied science research in cyber security and complex software for The Office of Naval Research (ONR). Before joining ONR he worked as a system and chip architect and entrepreneuer in the Silicon Valley. He has worked on embedded processors, switching fabric, network processors, and various other hardware accelerators, including TCP/IP, NFS, mobile anti-malware, etc. He received a Ph.D. In electrical engineering from SUNY-Binghamton. He also has background in Theoretical Physics.

Lim Soon Chia
Cyber Security Agency of Singapore

soonchiaMr. Lim Soon Chia is Director (Technology) of Cyber Security Agency. In his current role, he is responsible for capability development, evaluation and certification, technology management, and R&D for cyber security.

Mr Lim started his career with the Ministry of Defence and the Republic of Singapore Airforce (RSAF) where he held several senior leadership appointments. He was the Deputy Chief Research and Technology for Operations, and C4 (Command, Control, Communications and Computer) of Defence Research and Technology Office (DRTECH), from 2004-2013. Before retiring from the Airforce, he was Deputy Head Air Operations, responsible for driving Command, Control, Communications and Cyber (C4) ops developments in the RSAF.

Mr. Lim is a SAF Overseas Training Award (OTA) and SAF Postgraduate Award (SPA) holder. He holds a Bachelor of Engineering (1st Class Honours) in Electrical and Electronic Engineering from Victoria University of Manchester, U.K., and a Master of Science (with Distinction) in Information Technology Management from Naval Postgraduate School, US. He also attended General Management Program (GMP) at Harvard Business School in 2007.

Mr Lim was awarded the Defence Technology Prize (Team) in 2005 and the Public Administration Medal (Bronze)(Military) in 2007.

John McDermid
University of York

johnmJohn McDermid is a Professor of Software Engineering and a member of the High Integrity Systems Engineering Group (HISE) within the Department of Computer Science at the University of York. He was Head of Department from 2006 to 2012.
John’s primary research interests are in high integrity computer systems, especially in safety and security. His work has influenced industrial practice both directly and via standards. John has taught extensively at postgraduate level, including on continuing professional development courses for industry.

Sun Jun
Singapore University of Technology and Design

sunjunJun received Bachelor and PhD degrees in computing science from National University of Singapore (NUS) in 2002 and 2006. In 2007, he received the prestigious Lee Kuan Yew postdoctoral fellowship in School of Computing of NUS. In 2010, he joined Singapore University of Technology and Design as an Assistant Professor. He was a visiting scholar at MIT from 2011-2012. Jun’s research interests include software engineering, formal methods, software engineering, programme analysis and cyber-security. He is the co-founder of the PAT model checker. To date, he has more than 100 journal articles (including TSE, TOSEM, etc.) or peer-reviewed conference papers (including ICSE, FSE, CAV, TACAS, FM, etc.). Jun is also the general co-chair of ICECCS’13 and PRDC’s and program co-chair of FM’14. He is a number of conference programme committee including FM’15 and ICSE’16.

 

Tan Ee Sin

eesinEr. Tan Ee Sin graduated from NUS in 1984 in Electrical Engineering. He obtained his Professional Engineer (Electrical) in 1992 and is current serving as senior member in the Instrumentation and Control Society of Singapore.

He joined the then Water Department of the Public Utilities Board in 1984 as an Instrumentation & Control Engineer. He setup the instrumentation & Control Section as part of the Electrical & Mechanical (E&M) Branch in Water Department as PUB move into mechanisation and automation of E&M plant to improve work efficiency. His first project is to setup the Island-wide Telemetry system at Woodleigh System Control Centre (WSCC) to provide remote supervisory control and monitoring of pumps and valves at 33 installations namely Raw Water pumping stations, Service Reservoir and Treated Water booster stations. WSCC, commissioned in 1985 was the first Centralised Operation Centre for the water supply system in Singapore. Since then, he has been involved in numerous planning, design, implementation and commissioning of SCADA systems to automate water treatment plants such as Woodleigh, Bedok, Chestnut Avenue and Choa Chu Kang Waterworks. He also led a PUB Y2k task force to ensure all automated systems in PUB cross safely into year 2000. He is serving as PUB Representative in the PUB – SUTD collaboration project on Cyber Physical Security (CPS).

He is currently the Chief Specialist (Instrumentation & Control System) in PUB and concurrently holds the position of Senior Principal Engineer (Electrical and Instrumentation & Control) in Catchment & Waterways Department. As Chief Specialist (ICS), he oversee all Instrumentation & Control / automation Systems as well as SCADA / Telemetry applications in PUB.
